Customs Release meaning in ocean freight.

A customs release is the customs authority's permission for imported goods to leave customs custody. In the U.S., CBP sends the release electronically to the broker, carrier and terminal once the entry is accepted and no customs holds remain.

CBP's review and the release message

Once the broker files the cargo release, CBP checks the data against the manifest, its targeting and any other agency requirements. If nothing needs attention, CBP authorizes release and transmits the status to the parties that need it, including the carrier and the terminal. If something does, the shipment stays on hold for review, an exam or another agency's decision. Filing early lets release come soon after arrival when nothing is flagged.

Released by customs, still stuck at the gate

Customs release does not settle every requirement. The carrier may still hold the cargo for unpaid charges or documents, the terminal may have its own fees outstanding, and FDA may still be reviewing FDA-regulated goods. The container leaves only when all of these are clear. Release is also not the end of the customs process, because the entry summary, duty payment and later review by CBP still follow.

In-bond moves and inland clearance

Not every container clears customs at the port where it is discharged. Under the in-bond process, merchandise can be moved by a bonded carrier, without appraisement or payment of duties, to another U.S. port or authorized destination, where it is entered or exported. A container bound for an inland rail ramp may leave the seaport with no customs release at all. Its tracking shows rail and inland milestones first, and the customs release follows at the inland destination.

Example

CBP releases the entry for TCNU8173559 the morning after discharge, the terminal's customs status changes from hold to released, and the trucker confirms the carrier release before booking a pickup.

Questions

What does Customs Release mean?

A customs release is the customs authority's permission for imported goods to leave customs custody. In the U.S., CBP sends the release electronically to the broker, carrier and terminal once the entry is accepted and no customs holds remain.

Does customs release mean the duties are paid?

Not necessarily. In the U.S., estimated duties are usually deposited with the entry summary after release, and the entry is finalized later through liquidation.

Why does the terminal still show a hold after CBP released the cargo?

Usually another hold remains, such as a freight hold, a terminal fee hold or another agency's review, or the release has not reached the terminal's system yet. The broker can confirm the customs side.
