From surrendered originals to a release note
The carrier issues original bills, and the shipper later returns the full set at origin and pays any charges owed there. Some carriers also let the shipper request a surrendered bill before originals are printed. The origin office then records the release so destination staff can deliver against identification and payment of local charges. Shippers often send the buyer a copy stamped "surrendered" as proof.
Why the surrender often comes late
A telex release usually waits on money. Many sellers surrender the originals only after the buyer pays, so a slow payment holds up the release while the container sits at the destination terminal and free time runs down. Short sea legs make this worse, because the vessel can arrive within days. Agreeing the payment trigger before shipping avoids most of these standoffs.
Checks before a truck is booked
Do not dispatch on the shipper's word alone. Confirm with the carrier, or on its portal, that the bill shows as released at destination, and check that the consignee's local charges are paid. A telex release settles only the carrier's documents. Customs clearance and any terminal requirements are separate steps, and a container can still need an appointment before a driver can pick it up.
Example
Once its buyer pays, an exporter hands the full set of originals back to the carrier's origin office, and the destination office marks the B/L released so the importer can collect EGSU4312683.

Questions
What does Telex Release mean?
A telex release is a carrier's instruction to its destination office to deliver cargo without original bills of lading, issued after the shipper surrenders the originals at origin. The name comes from telex machines; today it is usually a note in the carrier's system.
Does a telex release mean customs has cleared the cargo?
No. It only removes the need for original bills at the carrier's destination office. Customs clearance, freight payment and terminal steps are handled separately.
Can a telex release be arranged after the vessel arrives?
Yes. The shipper can surrender the originals at origin at any point before delivery, but every day of delay brings pickup closer to the end of free time.
