Where pool chassis come from
In the United States, ocean carriers once supplied most chassis. Many have since stepped back, and much of the fleet is now owned by equipment lessors and managed through pools at ports and inland hubs. A trucker takes a chassis from a pool location for the move, and the provider bills a daily usage charge to the trucker or the cargo owner, depending on the arrangement. In some regions, providers link their pools so truckers can use chassis from more than one provider interchangeably.
Who chooses the chassis provider
The answer changes by market and contract. Sometimes the ocean carrier's agreement names the provider and the trucker must use that pool. Elsewhere the motor carrier or cargo owner picks, an approach often called trucker choice or merchant choice. The choice matters because usage rates, return locations and repair rules differ between providers. Ask which pool will be used and who gets the bill before the first move. Pools are mainly a North American arrangement; in many other markets, trucking companies bring their own trailers.
Chassis gaps container milestones do not show
Carrier milestones describe the container, not the chassis under it. A box can show as available at the terminal while no suitable chassis is on hand, for example when 40-foot chassis run short or a heavy load needs a tri-axle. A chassis split, where the chassis sits at a different location from the container, adds an extra trip. When an available container keeps missing its pickup, ask the trucker about chassis supply before blaming the terminal.
Example
A trucker takes a pool chassis at a Houston-area depot, mounts TCNU8173559 at the terminal, and later returns the empty container and the chassis to locations the pool accepts.

Questions
What does Chassis Pool mean?
A chassis pool is a shared fleet of container chassis, the wheeled frames that carry containers by road, which truckers draw from and return to at terminals, rail ramps and depots instead of each company supplying its own.
What is a chassis usage charge?
It is the daily fee a chassis provider bills while a chassis is out of the pool. It is separate from the container per diem charged by the shipping line, so one slow delivery can create both.
Why do chassis run short when ports are busy?
A chassis usually stays under its container until the box is unloaded and returned, so slow unloading at warehouses keeps chassis out of the pool. Longer dwell anywhere in the chain leaves fewer chassis for the next pickups.
